这两个不定式动词并非同义： not to mention 作“更不用说”讲，有时相当于 without mentioning 的意思； not to say 则是“且不说”的意思，多少具有让步的含义。
例如：
There are five of us here, not to mention my brother. 我们已有 5 个人了，且不说还有我的兄弟。
There are five of us here, without mentioning my brother. 不算我兄弟，我们已有 5 个人了。
比较：
My boy has not learnt English, not to mention French.
我的孩子没有学过英语，更谈不上法语了。
My boy knows French, not to say English. 我的孩子连法语都懂，就不用说英语了。
