agree to 这个短语动词作“同意”讲，不一定出于主观愿望； agree with 这个短语动词则作“赞成”讲，总是出于主观愿望；而且，多半用于否定和疑问结构。
例如：
They have agreed to my idea. 他们已同意我的意见了。
（不一定赞成）
They didn't agree with the proposals. 他们不赞成这些建议。
（更不用说同意了）
比较：
The director had to agree to the proposals though he didn't agree with them. 这些建议主任虽然不赞成，也只好同意了。（可见两者并非同一个意思）
