这两个复合助动词同义，都作“能够”或“有能力做”讲（参见词条 P.1 ），只是 be able to 要用于主动语态， be capable to 多半要用于被动语态。
比较：
The people of the afflicated areas were able to overcome the difficulties. 灾区人民能够克服这些困难。
The difficults were capable of being overcome by the people of the afflicated areas. 这些困难是能够被灾区人民克服掉的。
