cannot ： fail to — 200
前者这个否定助动词是作“不能”讲，含有“不许可”的义蕴，所以多少出于客观原因（参见词目 199 ）；而后者则是作“没有……成”讲，没有“许可不许可”的意思。
例如：
Children cannot see this film. 孩子不能看这部影片。
I failed to see this film. 这部影片我没有看成。
比较：
The people's delegation of that country cannot come. 那个国家的人民代表团来不了啦。（很可能政府不准代表团来）
The people's delegation of that country fails to come. 那个国家的人民代表团没有来成。（也许因为代表团自身的原因没有来）
